BSNL Broadband- A fraud?

The text of my email to various newspapers and news channels- hopefully, someone would pick it up. It is too demeaning to suffer at BSNL’s hands. Let us hope for the best. Unfortunately, it has not been highlighted in the media over the past few months. There are major inconsistencies, which have not been noticed at all.

There was a major controversy over the fact that Huawei has been able to supply the telecom equipment for the lowest prices. It is widely believed that in part, it has been subsidized by the Chinese Government. In any case, Huawei, based in Bangalore, has been in the thick of the storm over alleged espionage activities.

BSNL broadband under DataOne gives a contention ratio of 1:50. This means that the same connection is spread among 50 users- assuming the fact that not all 50 users would log on at the same time. While advertising for speeds of 256 kbps (and not UPTO 256 kbps), BSNL’s action tantamount to cheating its consumers. It is by no means a coincidence that despite the promised 32KB/s, I am only getting up to 5-8KB/s throughout the day. 1KB/s (Kilobyte) equals 8kbps or 8 kilobits per second.

The biggest hassle is the download limit of 1 GB (roughly equals to 1000MB). Despite its claims on the official website, 1 GB is not clearly sufficient even for an average user. Would anyone care to ask BSNL that why it consistently logs in upload and download data in its server logs? To me, it beats the rationale to install expensive billing servers, rather than provide cheaper services.

BSNL charges Rs 1.20p for every excess 1 MB downloaded. However, by current estimates, it costs them less than 30p per MB. Thus, a markup of almost 400% this is indeed usurious. Nowhere in the world, would a telecom company be allowed to loot customers in such a blatant manner. The actual costs, as back of the envelope calculations are concerned would be roughly Rs 1320(including service tax of about 10%) for excess 1000 MB download- excluding the regular phone bills. This means that BSNL is clearly curtailing the cost of the access while pricing it overtly steep for ordinary consumers like me. This beats the advertising price tag of Rs.250 monthly rental. This plan incidentally gives only 400 MB as free usage- given that BSNL is assiduous about measuring every byte, it would expire within hours of heavy usage.

Since BSNL is the only pan Indian player in the market, consumers are forced to use its services. Reason being that dial up services are far more expensive. Adding salt to our wounds, it is often equated with WORLD WIDE WAIT- with pathetic services to boot. Hence, this qualifies for a perfect case of abuse of monopoly and dominant position in the market.

I complained to Competitive Commission of India on this account- they flatly refused to charge claiming that the provisions of the act were not notified yet. My mails to Telecom Regulatory Authority of India bounced back- that too from the email address taken from their website. I took my complaint to Department of Public Grievances- so far there has no word from them either. My previous experience with BSNL has not been sweet either- I realize the fact that repeated mails go unanswered.

Frankly, this qualifies for a class action suit against the telecom company, who is sparing no efforts to stem the flood of disconnections. ADSL or DataOne is widely perceived to be a “value added service” and no more.

I am reaching out to you in the hope that you would look in this matter and initiate investigations in the same. The power of media cannot be underestimated; for me it would be satisfying enough to see the authorities accepting their guilt.

BSNL has been set up with huge public funds- over the past 50 years; it has operated as means of government largesse. As ordinary consumers, we have not had any say at all. It is much vaunted rural telephony plans have not really matured (the private telecom operators are no saints either- the government has not forced them to honor their rural telephony obligations either- instead they are reducing the license fees only because it helps to lower the operators costs!). Why is BSNL extracting its pound of flesh? This is clearly not done- how would anyone explain its Rs. 5000 crore profits?

    Hats off for the bold comments.
    While the entire world is flying high and high with the astonishing infrastructure developments, we indians claim we are building the second silicon valley amidst some every-day sad stories like this of millions of middle class minds.
    One can’t get justice from the current system of governance against a politician, a government company, a wealthy guy,…. If you cross your invisible borders and risk yourself for doing something good, you would surely end up in the street bathing in your own blood.
    Is there an end to it?
    Maybe we would say Anniyans and Indians should be born in real time - Why don’t everyone make it a point that we will grow the next generation with all the good thinkings of Justice, Honesty and Unbiased thinking. Maybe WE have the power to change india in the next generation.
    - At that time, I am sure the dirty politicians will die eating their money hard earned by stopping the happiness of millions of helpless Indians - No use as they have crossed their time and wasted their excellent opportunity to help the people of a country that is on the way to become a super power.
    - Angry Indian a bit calmer now after expressing the outburst in heart.

    Second thing is that even though the contention ratio of bsnl is 1:50 most of the users get the said sppeds 26-30 kBps. Even if we get 8KBps in the morning it should suffice because its not the time we do downlaods but simple browsing . i feel as long i get full speeds in night its fine with me.
    The data cap sucks for sure but do we have any other option. Airtel which now seems the best competitor is not available every where so wait for the competetion to get hotter

    I wasnt lying back any ways . Get it right from me. I have heard from many people that they get around 30 KBps speed at any time in the day. Even i get those speeds but some times there are slow times in the day time which get solved in a couple of weeks.
    I am no way comlying with them. One more thing i would like here to add is the billing discrimancy in the NU period in which most of the people got inflated bill for which their night usage was also charged.

    Delivering the speed is the only thing that BSNL has been able to deliver. Officers who do not know that 1GB is 1024MB, what is the meaning of BOD on *their* portal… Technicians who have no second thoughts at all while changing the clock of the server ahead and behind the ragular times for days in succession especially during the `free night hours’(yes you thought you had logged in at 2am, but their records would show that you had logged in at1.50am); Split bills for half a month and then again for the rest of the month; Full payment for the month even if you get connection, say, on the 20th of the month (but free daytime data usage for that period is 33.33% of the 1GB limit). Bills that have unnecessarily runs into multiple of 10’s of thousands [yes you got to pay the bill and IF there is any discrepancy, according to their whims and fancies, you shall be rebated in your subsequent bill(s)]. Different people from the helpdesk giving totally different answers for the same query. I could go on and on… one small information. My dataone charge for the month of August was billed at Rs.3109.92 On challenging them and showing them adequate proob, the bill was changed to Rs.620.12. Hey the latest piece is that the billing department of BSNL takes the data to be billed from a totally different server and ot the ones that you and I see on the portals. The worst part is that very few users care to find out about these portals and forums and meekly pay up their bills… otherwise they stand to loose their phone connection ;)

    hmmmm…. I got the Liberty plan order on 6th september and got modem on august 1 full one month. I am in Metro politan city of India, chennai.

    I wrote letter to BSNL BRoadband Manager,chennai for delay of service, but no reply yet. And till 5th today I did not yet able to visit a single website.

    I already sent a mail to “The Hindu” editor about the publicity of Broadband advertisement by spending Telecom money. I can say this is purely political gain by its minister Maran. I may request the public ie its subcribers like us to send a mail to prime minister & opposition leaders, to stop spending money on advertisement by fooling public.

    I am telling this because I applied only after seeing advertisement and I trusted because it is govt. enterprise.

    bsnl claim that it provide dataone connection at 256 kbps. but i am in doubt because it only 18 to 20 kbps.i wait for my billing whether it will be correct or error billing will come lets see

    Its shocking that a company set up to serve the public is responsible for holding back the progress of an entire nation.

    I think the only way we can do something is to find a way to initiate a lawsuit - ie. public interest litigation. If any of you are interested in working together to start a class action suit email me on manu_sood@hotmail.com

    It is also no point sending disinterested parties letters like these. We need to get bigger fish involved who have interest in cheaper broadband and can provide, even behind the scenes support with finance, lawyers etc

    hi guys! iam from hyderabad, got bsnl connection just 2 months back, everything went off well and good in the first month, then came shocking first bill of my broadband, astonishing, mindblowing, banboozooled with the the hefty bill i received, which is 6,200 though i took annual subsciption by paying 7000 in advance under home 500 scheme, when enquired the reason for this they simply state that itz bcoz of browising, so guys! beware of these hidden charges which u don’t find anywhere, even the great officers of so called bsnl could not justify technicall what i uploading, downloading, or datatransfer etc, so before opting for this much advertised broadband, beware of bills itz goin to cost you, ur money an telophone connection, bye

    Let me explain my experience with BSNL. I registered for broadband connection throught online nearly a month. Even though i got an order for the new broadband connection. I am still waiting for that elusive day when i go online. I made a lot of complain. I am residing in chennai. Every time when i complain i get a very poor response. It seems BSNL authorties are sleeping. Finally I have decided to do away with BSNL broadband connection. I may try TATA-INDICOM. Never use BSNL.It just Sucks.

I am still waiting for that elusive day when i go online. I made a lot of complain. I am residing in chennai. Every time when i complain i get a very poor response. It seems BSNL authorties are sleeping. Finally I have decided to do away with BSNL broadband connection. I may try TATA-INDICOM. Never use BSNL.It just Sucks.

    I used Tata Indicom (astonishingly slow), then Reliance (incredibly high bills) and am using BSNL broadband right now. The main problem with them is when you try to contact anyone for help or clarification, I AM DAMN SURE YOU WILL NOT SUCCEED for several attempts. I hope those people (mostly all) are depressed with their work and are in the verge of suicide. No proper response and respect. They don’t even think about the fact that they are not even a part of this revloution. I am wondering what these fellows would have done if Sir. Grahambell didn’t invent the phone at all. It looks like everything is happening becoze of them (uffff).

    For long since I have been worried to think that I was the only one worried about the odd (worst) happenings in the society. But accidentally I was lucky enough to come across your comments which make me feel happy and stronger that there are at least a valuable few like you to react in this way. I am sure if we are strong enough to react in a SMART way, we can shove these giant frauds for ever. We can also teach them that younger generation can do something for the sake of betterment of the society.

    i am not able 2 know my bb usage ,the link now takes me 2 sancharnet.So i am unable 2 check usage hours.Secondly i want 2 know how bsnl charge for a session say 1.45 to say 9.00am.as the used mb includes free time also.the statement shows all sessions including free.Transparency needed as to how bsnl calculates

I want to know one thing for Home Plan 250 (.4Gb is upload download limit) does it mean internet accessing will be unlimited and only while downloading and uploading they will charge. Please calrify someone?

    Hello Sanjay, it means your total broadband usage (inclusive of uploads and downloads) is limited to a total of .4GB (roughly 409MB) per month. Even when you browse and a page is loaded there is a bit of data download (the html of the page is downloaded) and upload (the acknowledgement package to the server that you received the html data correctly). These are all counted in the .4GB Anything extra and it will be charged for :(

    P.S.: Right click on any blank portion of this page and check out the page info. You’ll find that this page is of 13.9kb (if browsed through Firefox, but will be significantly higher if browsed through Internet Explorer… the difference is due to the way different browsers interpret pages). Strongly suggest that you use Firefox with graphics turned off and avoid adding plugins for Flash etc. since they add a considerable amount of data to a page.

I have got the telephone connection within a week time, however i am wondering whether i will get internet connection or not. I do not think there should a delay of more than a month to give new connection. Are they learning to establish physical cable connection or there is no sufficient material and man power. Do i need to forget about the connection and the money paid for that?

    I am looking for broadband for parents in Blr. It looks like pretty much all services are horrible. I see that India is still in stone age, if only Indians realised how well they work in other countries (atleast try to make India a better place)

    Since I do not leave in India, I was wondering about cable? Are there any choices.

    Well Guys I did big mistake by blindly taking the Broadband connection for Rs500 rent. Its actualy costing me more than Rs900 p.m.
    I thought Night Surfing is free as per the BSNL executive said.That was the main reason to take connection. Can any one tell me how come morning 2 to 8 is a night surfing ? I took the connection thinking Night Surfing most probably is start from 10 or 11.How come any one can expect normal person can wait for 2 am for the surfing. :-(

    Adding to it as I can read in these articles given by people there is no gurante the usage is tracked properly.

    Adding to it Worst Cutome care service. Most of the time the number I called to get the user name and password they keep the phone on hold. THere will be no response , atleast they should tell the reason to keep on hold. Worst service in all mean :-(

    u are lucky, i am a net user from last 5 years here in Jodhpur used dialup one vender come to me and suggest Broadband is economical for me and on his words i did sucide by taking BSNL broadband , first 2 months no bill come to me than i got shock of my life i took rs 500 plan by all means in third month i should have got maximum 1500/- bill what come was un believeable its was Rs 96,452/- i thougt must bea printing mistake and put it a side next month it become Rs 1,08,342/- i took the bill and went in BSNL asked them for it there DE said me that its all correct its as per my usage and told me if i dont pay it on time my Res and office numbers will be cut and they will go in court for recovery of balance amount by selling my property. 3 moths have passed in this till now and i have wasted more than Rs 20,000 with lawyers for the same , i suggest u all stay away from there fraud tricks u will end up loosing everything….

No ill feelings but as far as billing is concerned, I have never faced any problems. My computer is connected to the net 22 hours a day (and it is not an idle connection). I do hope to hear from you, and if possible, even help you!

I too face the same problem, bad billing, no customer care, slow speed etc. I just wanna know that can i unlimitedly use in the night between 2am to 8am if i have got the home 250 plan? plz confirm guys…. does it mean i can download on a stretch? how do i know how much to use so my bill doesn’t exceed 250 rs?

    Let me say something which I feel I know. I have taken BSNL Broadband around 3 months ago and I have not received my bill yet. In spite of me and my dad trying to call and know bout this problem, we did not get a proper reply and also we did not get the proper person to speak for. Each time the person we speak will provide us with a different phone number and this call chain goes on. I used Tata Indicom while in Bangalore and it was too slow (but no billing issues). Then when I came to Tamil Nadu I went for Reliance I-phone for internet. My bad days started there. This particular I-phone is having peculiar features that if you are connected to the internet and any of your family members try to put any appliances like, TV, Fan etc, the phone automatically disconnects the internet (isn’t it wonderful):( and also even I had opted for the unlimited usage plan of Rs. 1500, I used to get bill not less than Rs. 2500 and you won’t believe I even didn’t a single pie from my deposit back. SO I BEG YOU NOT TO FALL INTO THAT TRAP AND ALSO INFORM THIS TO YOUR NEAR AND DEAR. I am the wittness and victim.

    Now speaking about BSNL, what I do is I virtually calculate my usage by dividing 1 GB = 1020 mb/30 days, so I can use up to 30 mb per day which comes to only approx 900 mb per month even I use on Sundays, which I don’t. Also I used to check my daily usage by clicking over the LAN icon which I use a max of 10 to 15 Mb per day. So I am sure I am not even using my assigned volume and obviously I am supposed to get the normal usage bill + tax.

    I have never used the BSNL mail till now as we all know that there are other mail provider which are far too better, free and give us a huge mail capacity. Could anyone tell me the site address for bsnl mail and the default password.

    As far as I have known to the best of my knowledge AIRTEL is the best provider for phone as well as Internet. They give an unlimited usage for just Rs. 900 and at present they have upgraded (free) to 256 kbps with no extra cost. Isn’t that wonderful. But the only drawback with them is they are satisfied with the volume of customers they have and are not greedy to expand like others. They are providing service to only selected areas and they will not come across places like railway lines, etc. If they are into a vast expansion, I am sure all the other so call giants will have to find their way out of this market.

    What all you have narrated is greatly reflecting my mind/sufferings at the hands of a politics handled govt.organ. stupidly. You can add even many more to it, but of what use to write in water and speak against a wall. Do you know that BSNL did not have single loiters {for information:The(loiter)linesman’s average pay nearly Rs.12,000/-permonth. if you make a complaint they come in group/min.3 persons/, they hardly do work an hour on the field,earn a petty bribe for the day and rest of the time to pass all play, imagine whatever you think right, that’s it} to take care of customers and attend the BSNL Broadband related complaints. They just book the complaints thro’ call centres and after few days later if you are annoyed and enquire them and you get a reply stating that - 1.Are you still with the problem, 2.We have informed the area persons, 3.Or I will give you one phone number, contact them, 4.Try with your hardware engineer. I will give it to you in writing no body will come to attend the problem and for fun of it they do not have any technical support personals to know it.
    Dear comrades we all reflect in 1:1000 ratio of our fate and spate by and being an Indian.

    First of all, please be warned the the Rs.250 plan does not have fee night usage and is limited to roughly 409MB data transfer per month.

    Secondly I feel sad to see that one Mr. Raj Singhji did not even bother to reply back (like quite a few others). If this is just a place to post your headache, then I guess it is better if I stay away and do not waste my valuable time.

    In reply to the last topic, I recommend that all of you move a bit and submit written complaints instead of making ones over the phone, and get a copy of the complaint signed. Make the things official and drop in hints of `moving the consumers forum’ if the things go to the extreme. I had in fact told the linesman that I was not going to pay him any money and in case my line went down, I would write the entire episode in my complaint letter and make him a party to the complaint too.. the end result.. he greets me with folded arms whenever he sees me and my calls are attanded to quite promptly… just my thoughts!!!

    BSNL took 15 days to install the broadband connection in BANGALORE - INDIRANAGAR. I got it on Feb 26.

    During the BSNL unlimited period i used to max out the link and get speeds of 28-30 KB through out for days on end. I run eMule and used to download songs, software etc etc.. I have burnt well over 200 CD’s of mp3-rar files. I still have close to 120GB of audio sitting on disk right now! My 160GB disk is close to house full! I HAVE NEVER HAD too many problems with BSNL. I find their tech support quite helpfull and informative. Recently BSNL has been down for a couple of days. The tech support told me that it was a technical problem and they were working on it. It is fixed now.
    I received a excess billing from BSNL for Rs:4000/=. I had graphs
    of my usage so i went and spoke to them. I walked in 2 hours with the amount waived.

    I have used ZeeNext cable broadband. 2 friends have Hathway and another bought the Satyam DIAL UP UNLIMITED package(he got a Rs:500
    line from BSNL installed - it allows you to use a 56K modem to dial out for “free”). The Zee package promises 64K unlimited. I was getting
    32Kbit. There were frequent disruptions for days on end!!
    Getting Zee and Hathway to provide proper tech support has alwas been a pain!!

    Now about Satyam!! My friend bought a UNLIMITED dial up pack valid
    for 3 months!! When he came home he found that the pack was “unlimted”
    only for 7 hours - or some such nonsense - in a day.

    Both my friends on Hathway want to shift to Airtel’s unlimited scheme.
    One of them has now decided to stick with Hathway since Airtel took
    his installation money and as yet not refunded the cash nor have they laid the line(apparently they were not allowed to cut the road).

    You can switch off graphics (images, flash, etc.) while browsing but then what’s the fun? A student wanting to learn has to look at the images / animation to understand. The first solution is to reduce the excess usage cost to 120% of the normal cost. For e.g. it is Rs.0.50 per mb for the Home 500 Plan. They can charge Rs.0.60 (60p) for the excess usage and not Rs.1.20 which is quite a penalty.

    I am new BSNL Broadband user, I read all your comments and agree too. But my problem was that, i my area Only BSNL connection is avilable no other broadband providers are there.
    After reading your comments, i just started to test my connections, i took lot of steps to make it check worthfull…

    1. Just log on at 2 AM and check usage of BSNL connection.
    In that after login in to Account administration you find a tab called “user info” in that you find “user status”, if your “user status = Offline” then your internet usage will not reduced from your GB ( it means you are in free internet usage ). Just check for it before usage.
    Any these guys fraud too, we are wasting our time of doing this… keep note of you account everyday…
    by seeing your account, you are losing 350Kb per view .. remember that ….

    2. for Free usage for Home-500
    Log on after 2 may be at 2.30 Am , check for user status… if its online … than don’t continue ….
    Log on after 4 may be at 4.15 AM check for us user status surely you find be Offline ( i found lot of times )…
    Please Close you connection Before 7.45 Am… why i am saying is that the BSNL server not even have Time sync … Nasty Guys (fraud)…. the time punch may be delay or fast … make it earlier ….

    I have not used any of the broadband services but reading the comments i feel this should help.
    First of all as suggested in a previous comment submit written complaints.
    Second “Right to Information Act 2005″ will be useful http://rti.gov.in/ . The indian express carries almost a daily series on it.

    I have not used any of the broadband services but reading the comments i feel this should help.
    First of all as suggested in a previous comment submit written complaints.
    Second “Right to Information Act 2005″ will be useful http://rti.gov.in/ . The indian express carries almost a daily series on it.

    guys i took bsnl broadband some 3 months ago.it was running fine for 2 months with unbelievable speed .but now its getting slower every day.i dont hav any billing problem and i check my usage every time when i am online.it comes to below 30 mb and i hope the download limit is not 409 mb.i searched some sites and got this info. that check my reg. and ram and sort of things like that.it only speeds up my computer not my internet.i agree with u guys that they hav poor service.and guys i cannot log into my account info. to check my usage.how do i know whether they r recording me as online or not.plz mail me about the it.after hearing the comments i am little scared of my bill.

    There you can see on the right side, a task pane and click user info.
    There you will see your status as online or offline.

    You can see your service records also.

    I have been using DATONE for last 8 months.Intially connection was good unlimitied downloads and good speed but now 1GM limit and sometines it slow down.Problme is not with BSNL but BROADBAND ISP providers they are making fool of coustomers by providing lousy service with high charges and traffic limit and most of these sercives are pre paid which make them worse.There is no Org. looking ovver them and no rules binding them legally.
    A public intrest case should be filled against them I believe as they are trying to exploit the loop holes for their profits.

    We have to do somthing.If we want to end our problems.We cant sit and crib about it.Let us all unite and do somthing guys.

    Its an irritating & very bad experience with BSNL for me before getting the BROAD BAND CONNECTION, i have booked my connection a month back & till now i have not recevied the modem , even if BSNL employees are very much available in the office, they hesistate to pick up customer calls, it is one of the bad experience i have faced at the starting face of relationship with BSNL, Do you think BSNL can survive with such support ???? never, it is a sinking ship !!! i think more private players should drop in give a tough competation, i worry what would be the support once the connection is installed, I had a reveiew of all the comments which individuals have highlighted in this website , infact its very bad, i think at this point of time i have made a big mistake in booking BNSL broad band connection,i have no alternative now, It is again a long procedure for me to cancel the connection now since i have made the payment in the form of Cheque which is already remitted for booking the connection.

    I came from UK. ya I agree this is expensive and limited download. BSNL is greedy to cheat the poor people. To be honest in UK they provide unlimited download for cheaper price compared to there economy. BSNL should consider this and make it cheaper to be easily available to all the users in india.

    I am using BSNL Netone serivce from last 2 years. Its good. But my experience with the Broadband is very bad. I have registered for Broadband connection that is free for two months in the month of Decemebr. I got connection on 12th December 2005. As an educated person I inquired commercial officer about the usage limit and initial deposit required to take ADSL modem on rent. Unfortunately even commerical officer the only person handling the whole area (in charge) was without any information of charges. After giving application and filling form I got call at my Landline phone no to pay Rs.750 as deposit. I was knowing that the deposit required is Rs 500 so I went to the commercial officer. Then he again inquired about the deposit with the higher authority and issued a order. Now at the end of one month I have got the bill of Broadband usage charges. Its says that i am supposed to pay Rs.224 as the usage was exceed 200MB that is 0.2GB. I had inquired about usage while i was applying for Free Two months Broad Band Service about the usage if i am getting this connection in the between of the month. I was told that i can use 0.4 GB. But now they are saying that no as you got the connection in the middle of month the usage will be proportionate. I have even sent a mail to BSNL authorities and TRAI but till today I haven’t received any response from anyone. Now I am helpless and I have to pay the issued bill. But how long it will continue?
