Is 3% data loss sign of a good network?

Following is the figure of 30 minutes of constant pings to the local network that Sify has for me. It states that 71 packets out of 2078 sent from my PC to a computer that my CTO has bounced back. That means 3% data loss between my PC and the PC few KMs away from my home. So, what can I expect to have with computers located in United States where most of the data is accessed from?

Since I cannot ping external sites, I will never know. I just have to see the hung pages due to server timing out. This is better than some other services my friends have. But well, they are not companies listed in NASDAQ.
Add to that the pings that shows to the Chandigarh servers!

Time to go to sleep I think.
