Yup, they said the same thing to me on Customer support when i called them up today to enquire about connectivity. They said they will send over an executive and charges billed to me. But funny part is that internet in whole of Rajasthan (airtel) is not working for 2 days (4th july 07 onwards) on the pretext that some cable is cut and whole north india is not working. So SHOULD I PAY FOR THE VISIT? No way... let the buggers bills me and they will face me in the competent courts of India.

This is sheer nuisance, they charge a monthly rental and this is their responsiblilty to keep the equipment up to date. Had i installed my own supplies they can bill me but all hardware and wires including modem and everything belongs to Airtel, they do not have any right to bill me for their services being substandard.
