ByCell was refused LoI on the basis of forged complaint
DOT issued LOIs to a number of applicants. However no LOI has been issued to ByCell. According to the DoT letter sent to ByCell today, its applications dated January 31, 2006 for five circles, i.e., Assam, Orissa, Bihar, North East and West Bengal telecom circles has not been considered due to pending security clearance.
ByCell strongly believes that this has been due to false complaint related to security issue filed on behalf of one of the prominent MP to the PMO on October 2007. Later MP has clarified that the earlier letter was a forged document and he had no complaints against ByCell (attached is the letter by the MP declaring the same).
It should be noted that in January 2006, ByCell received FIPB approval for investments in these five circles. In fact ByCell has been applicant no. 1 in the seniority of the DoT, under its first come first serve policy.
